Purpose of the RWJMS Governance:
To create efficiencies around technology efforts at RWJMS.
Committee Charge:
This IT Governance Committee is intended to promote effective and efficient IT services that meet the school’s current and future needs. Outcomes should further an information technology environment that supports and facilitates the realization of our school goals related to Clinical, Teaching and Learning, Research, Community, and Administration as follows:
- Align school strategies and IT investment by linking IT projects and initiatives to strategic priorities across both clinical and non-clinical activities, ensuring effectiveness while balancing risk and return.
- Ensure collaboration, transparency and communication by providing a central, consistent method of approving and prioritizing IT projects including change management procedures.
- Promote and enable IT best practices, strategies, and policies, including change management, in collaboration with University departments.
- Foster accountability by establishing IT service levels, measuring IT performance, evaluating outcomes of IT initiatives and projects, and providing feedback to IT leaders and their customers
The work of IT Governance will be conducted as follows:
- Review and evaluate proposals and recommend strategies, plans, and policies for University information technology that support the RWJMS, RBHS and Rutgers Strategic Plans.
- Collaborate with senior management across missions and relevant advisory committees and school constituencies.
- Align with the school’s financial leadership regarding new investments and /or re-alignment of IT resources to meet the needs of Clinical, Teaching and Learning, Research, Outreach, and School Administration.
- Review, evaluate and recommend possible changes to services, service levels and IT policies, as appropriate, to School leadership.
- Assess and support mitigation strategies for IT effectiveness, Risk Management and maintain an effective balance of distributed and shared IT services.
- Establish and monitor measurable objectives for the schools information technology, providing evaluation feedback to and from the schools leadership for major projects approved by IT Governance.
Mission Committees
IT Governance will interface directly with the committees listed below. These committee chairs will sit on the IT Governance Committee and provide regularly scheduled updates from their committee at each Governance meeting. This will ensure open and clear lines of communication and complementary rather than competitive approaches to enhancing IT infrastructure, operations, and applications.

Ad-Hoc Advisory Councils:
Formed and disbanded as needed based on projects, initiatives, or needs for temporary coordination around a specific issue or project.
Composition:
Committee membership should reflect the Schools constituencies as best as feasible. While committee members are selected from the mission leadership, all members are expected to represent, first and foremost, the schools best interests rather than specific offices or units.
Decision Making:
A quorum consisting of the majority of the committee membership must be present for the IT governance to take official action. Consensus is preferred, but formal votes may be taken as necessary. Minutes of all meetings will be recorded, approved, and presented to the committee for approval.
